The Bureau of Communication and Planning (CAP) performs a number of functions to improve the operations of the Iowa Department of Public Health (IDPH) and the public health delivery system across the state. The CAP team takes a leadership role in developing and implementing the department's operational strategic plan. The team works with programs to enhance performance management, evaluation, and quality improvement efforts. The CAP team takes a lead role in data management, use, and dissemination. The team works with public health partners and researchers who request to use public health data.
CAP coordinates Iowa Public Health Modernization. The initiative assists local public health agencies and IDPH meet public health standards to improve the delivery of public health services. CAP coordinates community health needs assessments and health improvement planning. The bureau works with the State Health Facilities Council to manage the state Certificate of Need program.
CAP staff coordinates the IDPH administrative rules process and department policies. Human resources and workforce development staff perform vital services for the larger IDPH team, and ensuring that the organization continues to successfully promote and protect the health of Iowans with a competent and professional workforce.
