The purpose of the funding for Comprehensive Substance Abuse Prevention is to provide alcohol, tobacco and other drug (ATOD) abuse prevention services to all counties in Iowa in the twenty-three service areas that were established by the Commission on Substance Abuse Services (now the Board of Health) throughout all twelve months of each contact year. Substance abuse prevention services may include any population in the health continuum from conception to death which is not in need of substance abuse treatment services. The funding is to maintain and advance integration of public health activities, maintain and advance delivery of essential services and core public health functions, and to build stronger relationships with community partners.
