Community Empowerment Annual Report  
As part of the Early Childhood Iowa system providing support to families HOPES-HFI outcomes as related to the five result areas are reported in this comprehensive annual report. State funds are appropriated to the Department of Public Health and are transferred to Iowa Empowerment Board (IEB) for distribution. The Department then assists the IEB in managing contracts for funding to local programs.
