I-SMART is an Internet-based client management system that allows the State of Iowa and its licensed substance abuse treatment providers to administer, manage and provide cost efficient and quality substance abuse assessment and treatment services. Implementation of the I-SMART System places Iowa's substance abuse treatment providers into a more competitive standing and assists in gaining government recognition, facilitating potential increases in funding. It is a key product in meeting the federal government requirements for National Outcome Monitoring System (NOMS).

The I-SMART System focuses on three types of audiences:

  • Agencies that do not have their own web-based Clinical Management System; for those agencies that do not possess a web-based clinical management system, I-SMART will springboard them into a new grouping of providers.
  • Programs who operate under a small, non-collaborative system; for those agencies that currently maintain their own system, I-SMART can advance their system to the next level of technology, giving all agencies access to more advanced treatment planning and funding resources.
  • Programs that will not use the system but will submit substance abuse data or those that only use the system to submit data, I-SMART will improve the integrity of their data and will fulfill the requirements for state and federal reporting.
